PROCEDURAL HISTORY

On January 24, 1995, appellant Armando O. Sandoval was charged with a violation of Health and Safety Code section 11379, transportation of a controlled substance (methamphetamine). The complaint further alleged appellant was armed with a handgun at the time of the offense within the meaning of Penal Code section 12022, subdivision (c).1
