In March 1998, Lanny Parker, the appellee herein, filed a resolution of injury claim with the Department of Workers' Claims. Pursuant to procedures delineated in 803 KAR Chapter 25, Parker's claim was assigned to an arbitrator, who duly conducted a benefit review conference.
