Perry Johnson, Director of the Michigan Department of Corrections, and a number of subordinate correctional and other law enforcement officials ("Appellants"), appeal the district court's imposition of contempt sanctions in the amount of $5,000 per day, totaling $385,000, for the period from June 8, 1998 to August 24, 1998, during which time Michigan female prisoners were denied vocational training equal to that provided male...
