Defendants-Appellants are prison employees or officials of the Federal Correctional Institute at Manchester, Kentucky ("FCI-Manchester"), or officials employed by the Bureau of Prisons ("BOP"). Plaintiff-Appellee Kevin L. Shehee filed a Bivens suit against the defendants, alleging various violations of his constitutional rights.
