A Superior Court judge found the Salem Teachers Union (union) in civil contempt for failure to comply with a temporary restraining order issued by the judge on November 2, 1994, ordering the union to cease and desist from encouraging or condoning any strike of teachers and paraprofessionals at the Salem public schools. On appeal, the union argues that the judge erred in treating the alleged contempt as a nonjury civil
