In this condemnation case, the trial court determined the South Carolina Department of Transportation (SCDOT) should pay landowner J. Larry Faulkenberry interest, pursuant to S.C.Code Ann. § 28-2-420 (1991), on fifty percent of SCDOT'S pre-judgment payment to Faulkenberry from the date of the filing of the condemnation notice to the date of the jury verdict.
