Darius Hines was charged under a fourth superceding indictment with possessing and distributing cocaine base on six specific occasions and conspiracy to do the same. 21 U.S.C. §§ 841, 846. Prior to trial, there were apparently some discussions with the government as to a possible plea, of which more hereafter, but no agreement was reached. Four days before trial, the government filed an information under 21 U.S.C. § 851, setting...
