In June 1996, longshoreman Joseph England was seriously injured when a mooring line, binding a barge to the pier on which he was working, burst and struck him in the knee. Appellee England brought claims of negligence under the Longshore and Harbor Workers' Compensation Act, 33 U.S.C. §§ 901-950, against both the tug boat owner and the barge owner.
