The plaintiff, Lindsey Altschul, appeals from the trial court's dismissal of his administrative appeal. On appeal, the plaintiff claims that (1) the trial court improperly determined that he refused to submit to a breath test pursuant to General Statutes (Rev. to 1997) § 14-227b (f), now § 14-227b (g),1 and (2) § 14-227b is constitutionally defective.
