Presently before the Court is the Defendants' Motion to Dismiss (D.I.10). At the time the Plaintiff filed the Complaint, the Plaintiff was a pre-trial detainee within the Delaware Department of Correction at the Multi-Purpose Criminal Justice Facility ("MPCJF") in Wilmington, Delaware.
