Plaintiff Esmeralda Cruz ("Cruz") brings the instant action against Kenneth Apfel, the Commissioner of Social Security ("Commissioner"), seeking review of the Commissioner's decision finding Cruz to be ineligible for Supplemental Security Income ("SSI") benefits.
