Plaintiff Terry Zeferjohn, while a prisoner in the custody of the Shawnee County Sheriffs Office, suffered personal injuries when the patrol car in which he was riding backed into another vehicle. He instituted this action against Shawnee County (County) to recover damages sustained in that accident.
