Petitioner is the biological mother of a son, Christopher, born in 1983. On November 25, 1996, petitioner and her husband* voluntarily executed judicial surrenders consenting to the adoption of Christopher by Charles Dill and Carol Dill, the foster parents with whom Christopher was living at the time.
