This is an appeal by the plaintiff, Phoebe G.,1 through her next friend, Deborah Witkin, from the trial court's dismissal of her complaint for lack of subject matter jurisdiction. The plaintiff, for whom conservators were appointed, seeks injunctive relief2 pursuant to General Statutes §§ 17a-540 through 17a-550 (patients' bill of rights),3
