The Texas Department of Public Safety ("DPS") appeals the trial court's order reversing the administrative decision authorizing the suspension of the driving privileges of Thomas Eugene Bell, Sr. ("Bell"). DPS presents two issues, asserting that the trial court erred in holding: (1) there was no reasonable suspicion to stop and no probable cause to arrest Bell; and (2) the administrative decision was not supported...
