Plaintiff was Executive Director of Personnel with the Board of Education and retired in 1989. Thereafter, there was an investigation by Deputy Commissioner of Investigation Stancik. He issued a report in October 1991, which concluded that plaintiff had participated in a sham hearing and coverup of the felony sex crime conviction of a former co-employee.
