Petitioner, Calbert Blackwood, avers that he was arrested on August 18, 1999, and charged with violating R.C. 2925.11, a second-degree felony. Petitioner's bond was set at $1 million in Cleveland v. Blackwood, Cleveland M.C. case No. 99 CRA 32184. A second judge of that court maintained the bond at $1 million after continuing the case for a preliminary hearing.
