Israel Santiago-Lugo ("Santiago-Lugo") was the lead defendant in a fifty-count indictment returned on June 7, 1995, in the District of Puerto Rico. Count 1 of the indictment charged Santiago-Lugo and thirty co-defendants with conspiracy to possess cocaine base, cocaine, heroin, and marijuana with intent to distribute from 1988 through the date of the indictment, in violation of 21 U.S.C. § 846.
