PER CURIAM.

Appellant Wendell Hanley ["Hanley"] appeals the decision of the Territorial Court ["trial court"] to grant the summary judgment motion of appellee Virgin Islands Port Authority ("VIPA") and to deny the summary judgment motion of appellant Hanley. Hanley also challenges the trial court's reliance on a document which he alleges is hearsay. VIPA claims that Hanley's appeal is frivolous and that it is therefore entitled to damages...
