¶ 1 This is an appeal from an Order entered in the Court of Common Pleas of Allegheny County granting appellees', Dare A. Danner and Robert Peirce & Associates, motion for summary judgment and denying the cross-motion for summary judgment filed by appellant Pittsburgh Neurosurgery Associates, Inc. The issue presented in this appeal is whether the cost containment provisions of the Motor Vehicle Financial Responsibility Law (MVFRL)
