Michael S. Smith was over seventeen years old on the night he and two others committed an armed carjacking and two armed robberies. A federal criminal complaint was filed and, based on the United States Attorney's 18 U.S.C. § 5032(3) certification that a "substantial Federal interest" in the case justified federal jurisdiction, the district court held that it had jurisdiction.
