[¶ 1] The City of Bangor appeals from a judgment entered in the Superior Court (Penobscot County, Kravchuk, C.J.), pursuant to 17 M.R.S.A. § 2851 (Supp.1998), vacating the order of the City Council to demolish, within 30 days, a building owned by Leon and Gertrude Kirkpatrick that had been declared a danger and a nuisance.
