Appellants Joseph Stanley Faulder and Andre Lewis, death-row inmates, sued in district court for a declaratory judgment and injunction that appellees1 (collectively the "Board") were required to comply with the constitution and statutes of Texas when considering clemency matters. Following a bench trial, the district court denied all relief, and appellants now appeal.
