The predicate inquiry to a double jeopardy analysis requires an informed definition of the offense for which it is alleged the State seeks multiple punishments. The crime of conspiracy in Washington can be defined to require the State charge and prove, as an element of the offense, the underlying felony that is the object of the conspiracy.
