Coastal Liquids Transportation, L.P. ("Coastal") and the Harris County Appraisal District ("Appraisal District") filed separate appeals complaining about the trial court's granting and denial of cross-summary judgment motions. The Court today considered Coastal's motion for rehearing. The motion for rehearing is granted. We withdraw our opinion and judgment dated June 24, 1999, and issue this opinion...
