The Municipal Subdistrict, Northern Colorado Water Conservancy District (the Subdistrict) appeals a hexennial finding of reasonable diligence in the development of conditional water rights decreed by the District Court, Water Division No. 5 (water court). Chevron Shale Oil Company (Chevron) owns the conditional water rights at issue in this case and intends to perfect these rights at some point in the future...
