JOHNSON, J., delivered the opinion of the Court, in which McCORMICK, P.J., and MEYERS, MANSFIELD, KELLER, PRICE, HOLLAND, WOMACK and KEASLER, J.J., joined.

On September 24, 1994, Appellee, who is not a United States citizen, pled guilty to misdemeanor theft in a county court-at-law in El Paso County. She was sentenced to one year in jail and a $500 fine, probated for one year. She successfully completed the term of probation and was discharged...
