J. WOODFIN JONES, Justice.

The Texas Department of Public Safety ("DPS") appeals a final order of the Travis County Court at Law reversing an administrative decision, entered after a contested-case hearing, authorizing the suspension of appellee Alex Tung-Wei Chang's driver's license. We will reverse the judgment of the county court at law and affirm the administrative decision.
