On March 23, 1995, Roger Bowen suffered an injury to his left arm, hand, fingers, wrist, elbow and shoulder while in the course and scope of his employment with the Holly Springs Police Department. On September 22, 1995, Mr. Bowen filed a petition to controvert with the Workers' Compensation Commission alleging a permanent partial disability.
