This case came before the Supreme Court on December 14, 1998, pursuant to an order directing the parties to show cause why the issues raised by this appeal should not be summarily decided. The City of Providence (city), an intervenor in this action,1 has appealed a judgment in favor of the respondents, Emil Ruiz, Randy Ruiz, and Financial Enterprises.
