Appellee Ladderick Donnell Wilcox sought to waive his right to trial by jury and enter a plea of guilty to possessing less than one gram of cocaine. See Tex. Health & Safety Code Ann. § 481.115(a), (b) (West Supp.1999). The State refused to consent to the jury waiver. See Tex. Code Crim. Proc. Ann. art. 1.13(a) (West Supp.1999).
