The Texas Commission on Human Rights, acting on behalf of the Burke Center, sued Joe Bruce Kinnear for violating the Texas Fair Housing Act. In previous litigation, Kinnear obtained an injunction to prevent the Deep East Texas Regional Mental Health and Mental Retardation Services (since re-named the Burke Center) from building a group home for mentally disable persons in violation of the deed restrictions applicable...
