On April 23, 1996, Linzzie Van1 ("Movant") pled guilty in New Madrid County to robbery in the first degree (Count I) and armed criminal action (Count II). The pleas were entered pursuant to a plea agreement, the terms of which appear in the following excerpt from the transcript of the guilty plea proceeding:

"[Prosecutor]: The State's agreed to recommend that the Defendant be sentenced to 17 years in the Department...
