Per Curiam.

On March 13, 1990, defendant-appellant, Jack West, was indicted under case No. B-901777 on multiple counts of rape in violation of R.C. 2907.02. The offenses were alleged to have occurred between 1984 and 1987.1

West left the state of Ohio on April 30, 1988, and eventually moved to Indonesia. West testified that he first became aware of the indictment in late 1990...
