The City of Philadelphia (City) appeals from an order of the Workers' Compensation Appeal Board (Board) which affirmed as modified the decision of the Workers' Compensation Judge (WCJ) which granted benefits to Michael Rooney (Claimant). We affirm the WCJ's decision to close the record but vacate and remand for specific findings to be made.
