Appellant, Russell Brown, seeks review of Colorado Limited Gaming Control Commission (Commission) Regulation No. 47.1-1901 (Rule 19), 1 Code Colo. Reg. 207-1, that was promulgated to define the boundaries of the area in which limited gaming is permitted in the city of Black Hawk. We affirm.
