This appeal arises out of a claim made by David J. Walsh1 against the Florida Construction Industries Recovery Fund after Walsh was unable to collect on the final judgment he obtained against J.A.F. Enterprises, Inc. (J.A.F.), the contractor Walsh hired to renovate a duplex. J.A.F. and its qualifying agent, Jeffrey A. Free, contend that the final order of the Construction Industry
