Certain criminal charges were brought against the plaintiff-appellant, Rhoden Hayes, as a result of which he was incarcerated and prosecuted. Ultimately, Hayes was successful in having the charges dismissed pursuant to a motion to quash. In an unpublished opinion, State v.
