Appellant Munson Earth Moving Corporation appeals the Environmental Boards' denial of its application for a Vermont land use (Act 250) permit for development of a residential subdivision on land it owns in Colchester, Vermont. The Board based its denial on the conclusion, under Act 250 criterion 9(K), that granting the permit would endanger the public investment in the proposed Chittenden County Circumferential Highway and Winooski Valley Park District...
