Both the Louisiana Public Service Commission ("the Commission") and Entergy Gulf States ("the Company") appealed portions of the district court ruling regarding Commission Order No. U-19904-D ("the Order") which requires the Company to refund to its ratepayers $34.24 million of the fuel adjustment charges collected...
