The issue in this appeal is the propriety of the sentence imposed upon Appellant by the sentence review panel which reviewed Appellant's sentence pursuant to Maryland Code (1957, 1996 Repl.Vol.) Article 27, §§ 645JA-645JG.1 The primary question we must answer is whether a three-judge sentence review panel has the authority to review a recommendation for Patuxent Institution.
