("Suburban"), sued appellee, the Maryland Health Resources Planning Commission ("the Commission"), in the Circuit Court for Baltimore City, seeking to void the Commission's adoption of the Open Heart Surgery Section of the State Health Plan (the "proposed OHS Section").
