Demars, sought employment with the Natchitoches Parish School Board (School Board) as a school bus driver for the 1995-96 school year, and when his application for employment was rejected, he brought this action against the School Board and the State of Louisiana Board of Secondary and Elementary Education (BESE), seeking a declaratory judgment, damages, and attorney's fees.
