The United States and intervenors Charles Ridley et al. (collectively "Plaintiffs") appeal from the district court's order approving the Meriwether County Board of Education's ("Board") "Five Year Facilities Plan" ("Plan"). Plaintiffs contend that the district court applied the wrong legal standard in gauging the Plan and assert that the court's subsequent approval of the Plan constituted an abuse of discretion...
