Theodor Gray timely filed a claim for workers' compensation benefits relating to a heart condition with the Office of Workers' Compensation (hereinafter "OWC"). After being treated by Dr. Mike Mounir for this condition, Mr. Gray sued Dr. Mounir to recover medical malpractice damages.
