Plaintiff, Albert W. Block, Jr., appeals a district court judgment denying statutory penalties and attorney fees pursuant to La R.S. 22:658 and 22:1220, finding that the defendant insurer did not act arbitrarily, capriciously, or without probable cause in the handling of two claims under his homeowner's insurance policy.
