The State appeals a decision of the Vermont Labor Relations Board sustaining the grievance of Arlene Cerutti and promoting her to the position of Account Clerk B in the Department of Agriculture. The Board found that the Department had violated § 11.01 of the State Rules and Regulations for Personnel Administration by failing to review her written performance evaluations in its decision to fill the position, and that, because of the violation, grievant...
