Appellant Georgia Advocacy Office, Inc. ("GAO") seeks to protect and advocate the rights of individuals "with mental illness" pursuant to the Protection and Advocacy for Individuals with Mental Illness Act ("PAIMI Act"). 42 U.S.C. §§ 10801-10807.
