¶ 1 In rewriting Section 9545 of the Post Conviction Relief Act (PCRA) in 1995, the legislature established a time limit within which a petitioner must file a petition for post-conviction collateral relief. The legislature set forth three exceptions in the 1995 amendment under which that limitation could be excused. On this appeal, we must determine whether one of the exceptions applies where an inmate alleges interference by government officials...
