Plaintiffs-Appellants Kim L. Conner and Elizabeth Conner ("the Conners") appeal the trial court's order granting summary judgment in favor of Defendants-Appellees the State of Indiana and the Indiana Department of Natural Resources (collectively, "the State"). We affirm.
